1. Need for Affordable Housing. Housing Need Survey 2006 showed a proved need for 4 houses (conclusion 2) not 9. An explanation of the increase was requested. It is asked that houses be reserved
for people with definite Walford connections and that we be given details of how this requirement will be monitored and controlled. It was pointed out that at the brown field site in Coughton (Former Water Board) 4/5 bedroom houses
have been built (many still unsold) where the Parish Council had asked for small starter homes and bungalows for older people (most-needed house types in Parish Plan). 2. Site at Coughton
. Further development here is contrary to the Parish Plan Mission Statement 12 that Coughton offered few facilities that matched the UDP criteria (only school and bus stop). The settlement of Walford was preferred for further development as it had more facilities (pub, church, Scout Hut, village hall, bus stop).
There are also several practical criticisms: 2.1 Access to B4234 and bus stops. The C1275 Coughton Lane is narrow with no space for a footway. It already carries heavy traffic: local cars, cars cutting
through to A40 and Gloucester, long trucks and wide farm vehicles. It is particularly dangerous for pedestrians and cyclists at the blind bend outside the Old Letter Box. Local children living in the immediate area are not allowed
to walk or cycle unsupervised because of the perceived danger. The road is further narrowed by current residents' having no alternative for parking their cars except the road. The heavy plant repair installation being developed at
Howle Hill will probably add to the congestion. Adding another 40-odd people to road users at this point is not sensible. The last bus to run from Ross for Coughton leaves at 17.35 and means that no Ross evening facilities can be
used without car transport. Local work places are scarce. 2.2 Overhead Powerlines. It is queried whether building houses virtually underneath a 132KV powerline is a sensible option, given the public
health alarm and ongoing investigation into this matter. It is possible that the lines cause harm even if they do not pass over the actual houses. Any children at the site will play under the power lines. 2.3
Flooding
The new limit of land liable to flood as drawn in map 2006/K157/01C is disputed. WPC has a photograph to show the land flooded in 2007 and a map from a solicitor's search of 2005 for a nearby property to show the proposed site is at the edge/in the area of ' extreme flooding' Zone 2. Storm-water cascades from Chase Hill. Hfd Council built a bund outside 'Willerby' to protect it from flooding. The 1840's tithe map gives the name of 'Mud Pool Lawn' to this field.
3. Design of Houses 3.1 Materials WPC was pleased to see the 'green' roofs and the timber alternative to the ubiquitous 'Swindon red brick' for the front elevation of
the houses. The preferred option (see P Plan) for local materials (stone and slate) in an AONB remains. Doubts were raised about the suitability of the glass rear elevations in an AONB that is supposed to be 'an intrinsically dark
area' according to the Institute of Lighting Engineers. This was adopted by WPC as a policy in 2007. Reflections from the glass also may present a problem to other residents by day. 3.2 Parking
Concern was raised over the 200% parking provision for the affordable houses and the increased run-off from the hard surfaces. 3.3 Sewage
The arrangements for sewage disposal were queried as this has been a problem in the area for some years. Most nearby houses have septic-tanks. Summary The proposal for affordable housing in the
parish was welcomed. However, the site at Coughton was found to be one of the least suitable as it would extend the built area into open country on a substandard road, rather than consolidate the centre where most of the facilities
for a more vibrant community already exist. The problem most mentioned in the Parish Plan was the linear development along the heavily-trafficked B4234 which prevented any cohesion. Other possible sites for housing were suggested:

There was significant councillor support for allowing the appropriate development of local businesses. Traffic on Leys Hill is a major concern. This is recorded in mission statement 3 of the Walford Parish Plan that
recognises that a hazardous situation exists in an area within approximately 300 metres of Kerne Bridge and around the bottom of Leys Hill. It was felt that traffic levels on Leys Hill should remain at or close to current
levels of usage, irrespective of any currently permitted activities in the area. In our opinion the application does not satisfactorily address this concern. There was incredibly strong local opinion against this
application's being approved, especially amongst residents in the area around Leys Hill. Should the application be permitted we would like to see conditions applied that: 1. require the development to follow the Institute
of Lighting Engineers Guidance Notes for the Reduction of Obtrusive Light as this is our adopted policy for all planning applications.
2. restrict the potential for traffic growth on Leys Hill, maintaining levels at or close to those experienced during the last 12 months.

The unanimous opinion was that the local road could not take any increase in traffic whatsoever and that even a reduction in activity in the current business would not offset the traffic likely to be generated from the
holiday lodges. In fact, it was felt that holiday lets on the site would exacerbate an already bad situation by lengthening the periods of heavy traffic down a very narrow lane, making use of a poor junction onto the B4234. It
was also felt that as the holiday traffic would not be local, inexperience in dealing with the junction and lane would dramatically increase the likelihood and frequency of accidents. It was noted that there have been a number
of accidents in the area already. Complete closure of the school activities would go some way to addressing some of these points, but not all. The vast majority of opinion agreed with the following comments: 1. That the
development in the open countryside would be inappropriate,especially as the site is outside a recognised settlement (RST. 12)
2. That there would be a strong probability of noise affecting the surprisingly large number of neighbouring properties. Given the target of 3. There was no provision for the mitigation of light pollution 4. There would be a marked impact on the visual amenity of the AONB - the site being
visible from a broad section of the countryside from the Pludds viewpoint all the way round to Coppett Hill - as well as in the direct local area. We were unable to fully reconcile the plans and written statements regarding the
size of the lodges, as the lodges shown on the plans appeared to be significantly smaller that the sizes mentioned in the text 5. The design of the lodges was not appropriate to the local vernacular style.
6. The density of the lodges was too high. 7. Given the location of the site, it was felt that there was limited opportunity for direct use of walking and cycling and that all activities would result in car movements It
was also suggested that, should Herefordshire Council feel there was any value in the application, a broader consultation would be beneficial, as the traffic impacts would affect all properties alongside Leys Hill, rather that
just the direct neighbours.
