Coughton and that it is an infill site, although there are queries about the boundaries shown. They object because 1) the steep and narrow access track creates difficulties with the current number of houses using it and
where damage has occurred to adjacent houses by delivery vehicles. Ambulances fail to access the existing houses. The PC also has to reflect replies to the Parish Plan questionnaire where worry was shown at the heaviness
and speed of traffic on C1275 where the track exits. WPC was also concerned about 2) the intrusion on the privacy of Coughton Cottage and 3) the lack of proved local need for a further 4 bed house when a housing estate
almost opposite has been given planning consent..

Parish Council Comment: A public meeting was held which 45 people attended. They were unanimously in favour of the application. However, the
majority of Parish Councillors objected to the application, following policies laid down by national or local government. The chief reasons were that this was a commercial development, not for agriculture nor forestry, in
open country within an AONB on a prominent site with substandard road access.
Points raised in favour:
- The building was needed to clear vehicles from the field next to Orchard House, a long-standing eye-sore in the locality and not in the applicant's ownership
- The building was needed to aid a local business.
- In this second application, the new site for the proposed smaller building will be less obtrusive as it is lower down and sunk into the hillside and will be hidden by a tree-planted bund.
Points raised against:
- A development control decision affecting an AONB should favour conservation of natural beauty of environment (PPG7 4.8). If erected, the building would set a precedent for other sites to be so developed.
- Access road is poor, being narrow, twisting and steep. Difficulties of downhill vehicles stopping in time for unseen slow moving vehicles turning in or out.
- The proposed building is commercial, not agricultural, and should be sited in an industrial estate not in open country
- Sympathy for residents who want existing site cleared, but the solution is not to move it to another greenfield site.
If consent is given, the following conditions were requested:
- Access must be improved before sitework is begun.
- All vehicles should be housed inside the building at all times.
- All vehicles should belong to the applicant so that the site does not develop into a general repair shop, attracting further heavy goods vehicles on to the road system
- The building should be of a dark colour
- Exterior lighting should be kept to an absolute minimum on this elevated site
- Noise should be kept to a minimum at all times
- Care is taken concerning pollution into the brook below and thus to the River Wye

needed in an area that already has many stables and outdoor arenas. It was considered that the bridle ways are already under pressure with the current numbers of riders and there is no open country nearby to provide
"safe outriding"; the Forest of Dean is the nearest and would require use of narrow roads to access it. A livery business would involve movements of even more large vehicles on a sub-standard road system that
is narrow with steep hills and acute bends. Outline consent for a dwelling should not be given for an untried business, particularly in an AONB. It was suggested that this use would be ideal for the re-use of redundant
agricultural barns.

previous comment on SE2003/2028 (21 July), provided the bungalow was modest in size, stone-faced and with wooden windows, thinking that the applicant had been unfairly-treated by its refusal, having had permission for the
mobile home. Other Councillors thought that it should be refused on the grounds that it was a new dwelling in an AONB, that horticultural equipment as opposed to large livestock did not need 24 hour care on site, and that

Former part of Vine Tree Farm, Walford Road: Demolition of farm buildings. Re-development of land for 66 houses, conversion of barn, provision of off-site drainage and re-alignment of farm track. Although this development
is not in Walford, it will impact directly on all parishioners accessing Ross-on-Wye, the nearest town. The Parish Council has the following concerns:
- The access road to the estate joins the busy B4234 at a dangerous corner. There is no other access for emergency vehicles.
- The proposed 'gateway' 30 mph posts met with derision. They look like guard posts, only lacking their sentries. They will not withstand the passage of many combine harvesters. The proposed chicaning met with approval.
- The traffic circulation in Ross needs re-thought before another 100-odd cars are released onto the roads.
- It is hoped that the drainage of storm-water is closely monitored to prevent any possible damage to Coughton Marsh SSSI and increased flooding down river.
- The landscape buffer zone, especially to the south, should be planted early in the development.
- The estate street lighting should not add to the light pollution from Ross.
- The ridge-height of the proposed three-storey units should not exceed the actual ridge-height of the Vine Tree Inn.
- The materials used should be restrained in colour. In particular, the bricks should match those of the older small, dark-red bricked council-built houses in Tudorville.
- That sufficient places in local schools will be available
SE2003/2380/F: Kiln Green Barn, Kiln Green: reconstruction of existing outbuilding to garage and store: The greatly increased roof height shown in these plans together with the roof light caused concern. Following the
refusal of consent to the previous application to provide a family annexe (SE 1999/3193/F), the Parish Council asks for use to be restricted to garage and store SE2003/2533/F Little Howle Farm, Howle Hill
: proposed kitchen extension There were no objections to this scheme with its matching stone face and roof tiles SE2003/2940/F Rose Cottage(upper), Leys Hill: application for discharge of planning obligation to
allow annex building to be sold or let separately. The Parish Council objects to this proposal. It considered it is a method to develop a new dwelling in the open countryside without reason.
SE2003/2954/F Former Water Board Depot, Coughton. Development of 9 houses & highway improvements The Parish Council held a public site meeting attended by 26 people. The residents of Fowbridge Gardens were particularly
vociferous in their objections to the plan. The Parish Council still objects to housing at this site mainly because
- of a government recommendation that new housing should not be encouraged near overhead power lines (C48.2,3,28)
- the danger of causing more flooding in this area and further downstream from increased run-off of storm water (GD1 xvi; C45,C47,C480) despite the land provided for any necessary water retention
- there is little infrastructure such as shop, public hall, playspace or employment opportunities, and new local children have been refused admission to the school
- there were also objections to the concomitant increase in traffic on the already overloaded B4234 into Ross passing the access point of a proposed even larger housing development.
- No lower-priced or for rent houses are included in the scheme. There is no proven need for more large houses in the parish from existing parish residents since so many have been recently built (e.g.in Cedar Grove, &
Alder Grove) There is a felt need for more sheltered single storey dwellings and one-bedroom starter homes.
- It was considered that the access road would be too narrow to permit both parking outside the existing dwellings and safe passing of cars to the new dwellings.
- The design of the proposed very urban houses does not fit well into the area with its AONB status.
