Minutes of the Meeting of Walford Parish Council on Wednesday 16 December 2020

Held online Wednesday 16th December 2020, 7:30pm

Present: Councillors: van Lienden (Chair), Akers (Vice-Chair), Chinn, Cole, Dolman, Evans
In attendance: D Berry (Clerk)

1. Apologies for absence: Councillor Drummond

2. Declarations of interests: None

3. Minutes: Resolved to adopt the minutes of the meetings held on 18th November 2020 and 2nd December 2020 as a true record of the meeting. The Chair will sign the minutes once physical meetings resume

4. Public Participation Session:
4.1. No West Mercia police representative was present
4.2. Ward Councillor Watson was not present and there were no items to report
4.3. A written report was provided by the Localities Steward (who was not present)
4.4. There were no questions for the Clerk’s report
4.5. Public participation session There were no questions or comments from the public

5. Projects:
5.1. Community Support Scheme
5.1.1. additional costs for the parish calendar due to a revised tabulation of the numbers required was within the estimate previously approved
5.2. Kerne Bridge Canoe Launch
5.2.1. Resolved to extend the contract term to 15th April 2031 and approve the increase to RHL charging rates for 2022 – the Clerk will create an amendment to the contract
5.3. Smartwater an update will be provided at the next meeting
5.4. Neighbourhood Development Plan a written note was provided by the NDP Committee

6. Safety/Environmental Working Group:
6.1. Resolved to submit a traffic regulation order for the Leys Hill B4234 junction
6.2. Resolved for the clerk to obtain details from the Land Registry regarding boundary and ownership of the Dam – expenditure limit £40.00

7. Community Engagement Working Group: –
7.1. Resolved that councillors Chinn and Akers would provide temporary assistance to the clerk to maintain posting to the website
7.2. Resolved that councillors van Lienden and Chinn will monitor and maintain the PC Facebook page

8. Finance: –
8.1. Resolved the bank signatories will be councillors Drummond, Chinn, van Lienden and Akers

9. Planning: –
9.1. Resolved there were no objections to planning application 203750 The Beeches, Forest Green

10. Online meetings: –
10.1. Councillor Akers will set up a trial meeting using Microsoft Teams, participants councillors Akers, Evans, van Lienden and the clerk

11. GDPR: – Councillor Akers will review the Microsoft 365 agreement

12. Highways and public rights of way: –
12.1. To receive report from Lengthsman Co-ordinator – Nothing to report.
12.2. To receive report from the Rights of Way Officer – Nothing to report.
